Author Profile

Dr. Margaret Rostova is a Senior Professor of Political Economy where she has spent two decades researching how state institutions shape market behaviors. Her pioneering work focuses on the intersection of public administration, institutional design, and market efficiency in emerging economies. Before her career in academia, Dr. Rostova served as a principal economic advisor for the USA. In this role, she directed major structural reform initiatives across Eastern Europe and Sub-Saharan Africa. Her field experiences heavily inform her theoretical frameworks, bridging the gap between bureaucratic theory and real-world policy application. She has authored over fifty peer-reviewed articles in leading journals, including World Development and the Journal of Public Economics. Her previous book, The Efficiency Paradox: Rethinking State Capacity, received the International Political Science Association's Best Book Award. Dr. Rostova holds a PhD in Economics from Harvard University and an MPhil in Public Policy from Cambridge University. She currently lives in London and serves as a consultant to various international development agencies on civil service reform.

About The Book

Bureaucracy and development are closely linked. Bureaucracy refers to the people who work in government departments and implement government policies. Bureaucracy helps in the smooth functioning of the government and the development of a nation. The Handbook of Bureaucracy and Economic Development is a comprehensive reference that explores the critical role of public administration in driving national economic growth. It provides scholars, policymakers, and students with an in-depth analysis of how administrative systems, institutional frameworks, and policy mechanisms directly shape a country's economic and developmental trajectory. The book examines the fundamental principles of bureaucratic management, tracing its evolution from historical systems to modern rationalized frameworks. Analyzes the progression of administrative thought, from traditional hierarchical models to contemporary, citizen-centric approaches. Explores how the internal design, division of labor, and technical qualifications of public institutions impact their overall functionality. Focuses on the role of the state in facilitating rapid industrialization, capital accumulation, and long-term socio-economic progress. Discusses how property rights, contract enforcement, and the rule of law are shaped by governance, relying on insights from the Annual Review of Economics. Analyzes how the effectiveness of public organizations correlates with macroeconomic stability, infrastructure delivery, and market performance. Details the processes through which civil servants and policymakers transform political objectives into actionable economic strategies. Explores the practical tools and feedback loops required to execute development projects, track progress, and assess outcomes. Addresses the mechanisms necessary to ensure public trust, ethical conduct, and the elimination of inefficiencies or red tape within the administrative state. Ultimately, the handbook underscores that while efficient bureaucracies are vital for providing public goods and maintaining regulatory environments, combating administrative hurdles is essential to unleash full economic potential.
